Brazil’s Betting Refunds

Betting refund deadlines passed. What now?

Betting refund deadlines passed. What now?

Brazil shut down fixed-odds betting. Now the practical question is how consumers recover money left on the platforms. Under Provisional Measure 1,394/2026, the government prohibited the operation, offering, intermediation and advertising of covered sports betting and online games. Sites and apps were required to go offline on October 6.

As of October 19, both the voluntary-withdrawal deadline and the scheduled bank-refund window have passed. The focus is no longer on placing a bet or getting into an app. It is on a documented financial balance.

The official timetable

  • September 25: the measure entered into effect and new deposits were barred.
  • October 5: deadline for voluntary withdrawals.
  • October 6: covered websites and apps were required to become unavailable.
  • October 9–14: scheduled period for financial institutions to return remaining consumer balances.
  • From October 15: the Finance Ministry says Caixa Econômica Federal may act as an intermediary where operational difficulties prevent refunds by banks.

Some earlier government material describes Caixa involvement from October 14. Check the Finance Ministry and Caixa for the latest procedure, rather than relying on a social-media post.

Why some money may be missing

Operators were required to transmit remaining balances, identified by CPF, to the financial institutions involved. Those financial institutions were tasked with returning the balances. An individual delay could involve mismatched identification, bank-account information or another operational issue. The published timetable does not prove that every single refund was completed.

There is also an important distinction between unused balances and wagers that were still open when the shutdown began. Official guidance addresses their treatment separately. A customer’s exact entitlement depends on the applicable rules and records, not a screenshot forwarded on WhatsApp.

How to protect your claim

  1. Review statements for the bank or payment account used to deposit into the platform.
  2. Keep receipts, dates, transaction identifiers and any available platform-balance evidence.
  3. Consult the Finance Ministry’s official refund guidance and confirm further steps through Caixa’s official channels.
  4. Never pay a fee to an unsolicited account claiming it can ‘unlock’ your refund. Do not share passwords or verification codes.
  5. Keep copies of complaints and responses if an amount remains disputed.

Beyond consumers

The prohibition has a larger business impact. Banks and processors must reconcile transfers, betting operators are leaving the market, advertising arrangements are being unwound, and football clubs lose a sponsorship category on which some relied heavily. These consequences matter for jobs, media revenue and commercial contracts, but they are distinct from the consumer’s right to recover an eligible balance.

The MNS lens

Money left in an account is not an investment opportunity. It is a receivable that needs documentation and follow-up. For households that previously spent regularly on gambling, this is also a useful moment to rebuild a budget around predictable income and expenses.
